Originally, in his speech, he included that the nurses' office should give out free condoms. Teens are having sex, why not do it safely? They didn't really like that idea, and his speech has been censored twice. So now, he's changing his speech and making it REALLY BORING, but now you know why. Joe's a good kid, and he's not a major tool like SOME people *cough cough Collin cough*
